Background:

The Import PDF feature in WordPerfect is designed to allow users to quickly repurpose text into their documents and projects. In some cases, the import does come in with almost all formatting intact but owing to the wide variety of PDF creators and internal formats, we cannot guarantee a smooth conversion of all formatting. 

Resolution:

You may find that WordPerfect does better in some files if you use the options to convert text in images on scanned pages only, or in all images, or not at all. It is worth testing these options.  Finally, you may wish to test the option to "Bring in content from the original PDF without any formatting". This will allow you to bring the PDF file in with minimal formatting and to reuse the text in the document.
