Due to settings in Windows 7 the icon display preferences have been set to between 125% and 150% and the toolbars and color wheel/ palette are not showing correctly.
Go to Control Panel, select Display. Put the setting of icon size on 100% (default) and press on apply/ OK
Restart Painter and now the toolbars should be displaying correctly.
